Nine functions. Five lenses. One accountable decision.
This map answers a question many institutions struggle with: when a health event touches operations, who decides, who receives, and who hands over? Choose a function and change the lens — the system’s greatest risk is not a weak function, but an ownerless handoff.
network
A circle represents a function; a line is a decision or information flow; a dashed clay line is a multi-owner handoff — what the map calls a gap. The five lenses relight the same network from different decision angles.
The “return to work” gap:Shared by occupational medicine, human resources and operations; When there are many hands, the absence is prolonged, not due to a medical condition, but rather due to waiting for a signature. Its cure has one name and a stated duration — as required by leadership accountability in ISO 45001.
“Exposure history ↔ scheduling” gap:Temperature, noise and shift data is kept for safety while schedules are built in operations; The connection between them — in an anonymous, aggregated form — is the difference between a compliance record and a readiness indicator.
Map methodology and its support
This map does not invent roles. It redraws what the standards already require in language an executive table can use. It is a specificationISO 45001Makes senior leadership ultimately accountable for the OHS system — a mandate is not enough — and requires employee participation in its design. And evidenceInternational Labor Organization ILO-OSH 2001The system arranges a continuous cycle: policy, then organization, then planning and implementation, then evaluation, then improvement - and each arrow in the above grid is a place in this cycle bearing the name of its owner.
The specificity of the “data” lens is based on an established principle in civil aviation medicine: what passes from the clinic to the operation isThe decision and its restrictionsNot diagnosis — a rule established by evidenceICAO Civil Aviation Medicine (Doc 8984)In his philosophy: The goal of evaluation is to keep a person safe in service, not to collect his file.
Support each lens
The roles are typical according to these references - they do not represent the structure of a specific entity.
