Read each dimension on its own: the level describes today's practice maturity, and “first step” is a ready question for that dimension's owner.
A dimension's level is the lower median of your known answers to its four questions. With fewer than two known answers, the whole dimension is declared “Unknown”.
“Unknown” is not zero — it is the most valuable signal in the profile: a specific question waiting for an owner and a date.
